Abstract

The paper considers some of the mainstream measures making up creativity policies for artists adopted by governments throughout Europe, and then derives their implications. The paper approaches the issue based on a perspective of the social cycle of culture. The paper examines three different forms of public support for artists. The first is national direct funding measures given to individuals or groups of artists as grants or awards for a short or longer period of time. The second is the legal and social frameworks which support artistic practice in the labor market. The third is some measures which provide indirect support to enable artists to function in arts markets and the cultural industries well.
