본 연구는 한반도 평화체제 구축을 위해 진행되었던 남북한의 노력과 중요한 쟁점을 분석하고 북한의 완전한 비핵화와 종전선언을 한 4.27 판문점 선언을 바탕으로 북핵위기 25년 만에 처음으로 개최되는 북미정상회담을 평가하고자 한다. 북미 정상회담은 한반도 정세에 큰 영향을 주는 회담이 될 것이며, 의제로 북한의 비핵화가, 동결 수준인지 아니면 완전히 핵무기의 폐기 수준인지, 그리고 북한의 체제 보장에 따라, 기존에 2차 남북 정상회담에서 협의된, 평화 유지군으로 주한 미군을 어느 정도 유지하면서, 일정 수준의 주한 미군 철수가 포함될 것 등이다. 한반도 평화체제 구축을 위해서는 남북당사자 원칙에 따라 평화협정 체결, 국제사회가 이를 지지 보장, 남북협력 강화와 남북정상회담 정례화로 평화체제의 토대를 구축, 평화체제에 대한 국제사회의 이해와 협력 분위기 조성이 필요하다. 모처럼 어렵게 조성된 남북정상회담, 북중정상회담, 북미정상회담, 한미정상회담 등 한반도를 둘러싼 국제사회의 ‘평화의 분위기’가 2017년 체제로 회귀하지 않고 진전하기 위해서는 각국의 ‘약속 이행’이 전제되어야 할 것이다.
Abstract
The purpose of this study is to analyze the important issues of the efforts of the two Koreas for the establishment of a peace regime on the Korean peninsula. We will also evaluate the North American summit, which will be held for the first time in 25 years, based on the declaration of 4.27 Panmunjom, which has made a complete denuclearization and declaration of war. The DPRK-U.S summit will be a meeting that will have a great impact on the situation of the Korean Peninsula. The agenda of the talks is to analyze whether North Korea’s denuclearization is at a level of freezing or completely abandoning its nuclear weapons In order to build a peace system on the Korean peninsula, it is necessary to conclude a peace treaty in accordance with the principle of inter-Korean parties, to guarantee the support of the international community, to strengthen the inter-Korean cooperation. In order for the “peaceful atmosphere” of the international community surrounding the Korean Peninsula, including the North-South summit, the DPRK- China summit, the DPRK-U.S summit and the ROK–U.S summit, to progress without returning to the regime in 2017, ‘promise fulfillment’ of each country should be premised.
