从中等强国外交逻辑看韩国向北约靠拢的战略动机

The Strategic Motivation of South Korea’s Approach to NATO from the Perspective of the Diplomatic Logic of the Middle Power

초록

韩国在信息网络技术领域全球领先，作为中等强国参与全球网络治理的意愿强烈，但却面临着严峻的网络安全威胁。韩国于2022年5月加入了“北约合作网络防御卓越中心”，成为首个加入该组织的亚洲国家。紧接着韩国总统尹锡悦参加了6月于马德里召开的北约峰会，由于这是韩国总统首次参加这一会议，引起了国际社会的广泛关注和争议。此次北约峰会提出了一个战略概念“北约2030”，指出中国对北约构成“系统性挑战”。在这一节点，作为亚洲国家的韩国加强与北约之间的交流意味着什么? 本文着眼于韩国的中等强国外交逻辑，探讨了韩国在网络安全领域扩大与北约的交流，向北约靠拢的战略目的及其对中国的影响。

Abstract

South Korea is a global leader in the field of information and network technology with a strong desire to participate as a middle power in global network governance. However, South Korea is facing serious threats to network security. South Korea recently joined the NATO Cooperative Cyber Defense Centre of Excellence (CCDCOE) in May 2022, becoming the first Asian nation to be admitted to the North Atlantic Treaty Organization (NATO). South Korea’s President, Yoon Suk Yeol, attended the NATO Summit held in Madrid in June 2022 which is the first time that South Korea’s President participated. This has aroused widespread concern and controversy in the international community. The NATO summit put forward a strategic concept, “NATO 2030”, and stressed that China poses a “systematic challenge” to NATO. Considering this what does it mean for South Korea, an Asian country, to strengthen its partnership with NATO? This paper analyzes the diplomatic logic of the middle power of South Korea, and discusses the strategic purpose of South Korea to expand its communication with NATO in the field of network security, and its impact of this partnership on China.
