전자민주주의의 정치참여확대 기여에 관한 제논의

초록

정치커뮤니케이션 채널로서의 인터넷은 시민들의 정치 토론과 정치참여를 촉진시킬 것으로 기대되고 있다. 많은 커뮤니케이션 학자와 정치학자들은 다양한 정치적 환경과 사회적 맥락에서 인터넷을 활용한 전자민주주의 실현에 관련한 생각과 구체적인 설계를 제기해 왔다. 이 연구의 목적은 인터넷으로 인해 창출되는 정치과정의 변화가 무엇인지를 밝히는 것이다. 이를 위해 1)인터넷을 통해 창출되는 전자민주주의의 커뮤니케이션 구조란 무엇인가, 2)전자민주주의에서 논의되는 정치과정의 변화란 무엇인가, 3)전자민주주의가 시민의 정치참여를 어떤 과정을 통해 확대시킬 수 있는가, 4)인터넷을 통한 시민의 정치참여가 실제 민주주의 공고화에 기여하고 있는가의 4가지 연구문제를 설정하였다. 분석결과에서는 먼저 인터넷이 정치 주체들 사이에 거래비용을 낮추어 양방향 커뮤니케이션 채널을 창출시켰음을 정리하였다. 두 번째는 전자민주주의에 관련한 제 논의가 원격민주주의, 사이버민주주의, 전자민주주의화의 3가지 입장으로 구분됨을 알 수 있었다. 세 번째는 이 3가지 유형이 주장하는 시민들의 정치참여가 현실공간의 정치에 실현되는 과정에서 직면하는 문제점을 살펴보았다. 마지막으로 한국에서 사이버 공간이 진보세력에 의해 독점되어 있는 현상을 고려할 때, 전자민주주의의 확대로 인한 시민의 정치참여가 반드시 민주주의 공고화를 촉진하지 않을 수도 있다는 점을 밝히고 있다.

Abstract

Internet as political communication channel is expected to foster political discussion and participation of citizens. In academic realm, many communicative and political scholars, have presented their ideas and designs for realizing electronic democracy in their political situation and social context. The purpose of this research is to examine what is the changes of political process caused by internet. It is concerned with four related research questions; firstly to classify the existing theoretical discussions on electronic democracy discourse, secondly to investigate the changes of political process caused by electronic democracy, thirdly, whether to enlarge civic participation by electronic democracy, fourthly, whether civic participation used with internet can foster democratic consolidation. In result, firstly, we could argue that internet created the interactive channel of political communication with decreasing exchange cost between political actors. Secondly, we classified the existing discussions on electronic democracy discourses into three categories as teledemocracy, cyberdemocracy, electronic democratization. Thirdly, based on this classification, we described the characteristics and limitations of each perspective on enlarging civic participation. Fourthly, in respect that progressive almost controled the cyberspace in korea, we concluded that enlargement of civic participation in electronic democracy always did not foster democratic consolidation.
