Abstract
This study examined the recently emerging discussions on digital sovereignty and sovereign AI within the context of digital governance systems. The analytical concepts focused on uncertainties and opportunities created by technological developments, agents who seize these opportunities, their capabilities and instruments, and legitimacy. By comparing the governance capabilities of governments and the private sector, the study aimed to categorize domestic and international digital governance. Over the past decade, many countries have focused on securing control over digital technologies, data, infrastructure, and platforms to strengthen digital sovereignty in response to the rapid development of artificial intelligence. This state-centric approach structurally conflicts with existing multistakeholder governance models that emphasize transnational cooperation and distributed management. Consequently, the balance of power in internet governance has been shifting from horizontally coordinated systems involving the private sector, civil society, and technical communities toward stronger state-driven regulation and supervision. But given that technology development is predominantly driven by the private sector, the practical implementation of Sovereign AI policies tends to rely heavily on the private sector. This study analyzes policy trajectories of sovereign AI in major nations based on a typology of four governance models: ‘private self-regulation,’ 'regulated self-regulation,' 'interventionist regulation,' and 'interfering regulation,' which are categorized by the interplay between public control and private capability. Discussions on digital sovereignty and sovereign AI have become central agenda in both domestic and international AI governance, regardless of regime type or level of development. Whether this trend will replace, complement, or transform the multistakeholderism which has long shaped the dominant discourse of digital governance will be an important subject for future research.
