Abstract

This article treats AI’s spread in the public sector not as a deployment problem but as a challenge of preserving and reconfiguring human agency and responsibility. Drawing on Sunstein’s second-order agency, Floridi’s distributed morality, Santoni de Sio and Van den Hoven’s meaningful human control (MHC), and Te’eni’s Human-in-Command (HIC) model, it proposes a multilevel meta-governance framework for human control over AI. It maps Wirtz et al.’s (2019) four challenge types onto four dimensions: meta-decision-making, distributed responsibility governance, control-by-design, and continuous learning and adaptation. On this basis, it specifies public-servant competencies—technical (data/AI literacy, operating HITL/HOTL structures, and bridging technologists and policymakers), ethical (sensitivity, normative reasoning, responsibility ethics), and governance (policy and institutional design, multi-stakeholder collaboration, meta-governance). It concludes that success in the AI era depends less on deploying more algorithms than on sustaining human-centered control and accountability.
