공공조직의 통솔범위 결정요인과 성과: 일선 소방서를 중심으로

이 연구는 대표적 일선행정기관인 소방서를 대상으로 L. Gulick이 제시한 통솔범위결정요인의 유효성을 확인하고 통솔범위가 조직성과에 미치는 영향을 분석하였다. 패널분석결과에 따르면 과업요구가 다양하고 조직규모가 작은 소방서일수록 관리자인서장의 통솔범위가 좁았다. 또한 과업요구의 다양성과 내부운영의 불안정성이 높고 인력규모의 변동이 존재하며 관할구역이 넓은 소방서일수록 일선감독자인 과장의 통솔범위가 좁았다. 두 종류의 성과기준을 사용한 분석에서 통솔범위-성과관계는 운영목표의 성격에 따라 선형관계와 비선형관계가 혼재되어 나타나 복수 목표 사이에 갈등이발생하였다. 반면에 이 결과는 기관이 통솔범위를 적절히 설정하여 관리책임을 상황에맞게 조정할 수 있다면 목표 갈등으로 인한 비용을 완화할 수 있음을 시사한다.

Abstract

The present study was conducted to verify the validity of the determinants of the span of control, suggested by L. Gulick, with regard to fire stations, which are the representative street-level bureaucracy, and to analyze the effect of the span of control on the organizational performance. The results from the panel analysis showed that the span of control of the chiefs is narrower, when the task demands are more diverse and the size of agencies is smaller. The span of control of the frontline supervisors is narrower, when the diversity of the task demand and the instability of the internal operation are higher, when the size of the personnel changes unexpectedly, and when the fires stations have a larger jurisdiction. The results analyzed by using two kinds of performance indicators showed that span of control-performance relation may be either linear or curvilinear depending on the characteristics of the operational goals, indicating the presence of goal conflict. On the other hand, these results suggest that the cost of goal conflict may be reduced if the managerial responsibility can be adjusted by appropriately setting the span of control of the agencies.
