공공관리와 기회비용: 소방서의 관리역량, 인력안정성 및 협업관리의 관계 분석

이 연구는 O'Toole과 Meier의 공공관리모형을 우리나라의 일선 소방서에 적용하여 관리역량, 인력안정성 및 협업관리가 화재발생빈도에 미치는 영향과 관리기제들의 관계를 탐색적 차원에서 분석하였다. 전국에 분포한 1,120개의 일선 소방서의 조직 특성으로 구성한 자료를 분석한 결과에 따르면, 기존의 예측처럼 관리역량과 인력안정성은 화재발생빈도에 부(-)의 영향을 미쳤다. 반면에 의용소방대와의 협업관리와 화재발생빈도는 비선형적 관계가 있었고, 이 관계의 강도와 방향성은 관리역량, 인력안정성, 그리고 관할구역의 인구 수준에 따라 각기 다르게 나타났다. 이러한 결과는 일선행정기관과 자원봉사조직 간 협력의 어려움과 관계 개선의 필요성을 보여줄 뿐만 아니라, 다수의 관리기제가 서로 상충할 수 있으므로 기회비용 관점에서 기관별 상황을 고려한 최적 조합의 모색이 중요함을 시사한다.

Abstract

This study was conducted by applying the Public Management Model developed by O'Toole and Meier to the fire stations in Korea to perform an exploratory analysis of the effects of managerial capacity, personnel stability and collaborative management on the number of fires as well as the relationships among the management mechanisms. The analytical data included the organizational characteristics of 1,120 fire stations throughout Korea, and the analysis showed that the managerial capacity and personnel stability had a negative impact on the number of fires, as predicted in previous studies. On the contrary, the collaborative management with the volunteer fire departments showed a nonlinear relationship with the number of fires, and the strength and direction of the relationship were dependent upon the managerial capacity, personnel stability and the population of the jurisdiction. The results indicated the difficulties involved in the cooperation between the street-level bureaucracy and voluntary service organizations as well as the need for improving the relationships. In addition, the results of this study suggest the importance of searching for the optimal combinations of management mechanisms, which may conflict with each other, in consideration of the different situations of the institutions from the viewpoint of opportunity cost.
