초록

본 연구의 목적은 조직 규모가 조직 분권화에 미치는 영향을 우리나라 공공기관을 대상으로 실증적으로 분석하는데 있다. 이를 통해 조직 규모와 집권화-분권화 차원의 관료제적 조직 구조의 관계가 예외적인 패턴을 보이는지를 살펴보고, 나아가 여러 행정개혁 프로그램에서 동시적으로 강조되는 조직의 규모 축소요청과 조직 분권화 수준 강화 요청이 내적 취약성을 지니는 정책 요구가 아닌지를 검토해보고자 하였다. 2011년도, 2012년도 2년간 우리나라 공공 기관을 대상으로 한 자료를 바탕으로 결합회귀모형을 주요한 분석 모델로 삼아 분석을 실시하였고 또한 데이터 특수성을 감안하여 추가적으로 고정효과모형 분석을 실시하여 논의를 보충하고자 하였다. 분석 결과 조직 규모가 커질수록 조직 분권화 수준이 높아지는 것이 목격 되었으며 조직 규모의 축소가 조직 집권화 현상을 동반하게 된다는 이 같은 결과는 특히 우리나라 공공기관에 요구되는 조직 규모 축소와 분권화 강화라는 두 가지 동시적 정책 요청은 조직에 구조적으로 혼란을 야기할 수도 있음을 시사하고 있다.

Abstract

The purpose of this research is to empirically analyze the impact of organizational size on the decentralization of the organization. We intended to identify the relationship between the size of an organization and the bureaucratic structure of the organization, especially with regards to decentralization. Furthermore, we tried to verify the possibility of contradiction between the simultaneous mandates on organizations - to reduce the organizational size and to enhance the of level of decentralization - which coexist in numerous administrative reform programs. The panel data for the analysis of this paper were collected from Korean quasi-government organizations for 2 years, from 2011 to 2012. The pooled panel data regression model is mainly used and the fixed effects model is also used to check the robustness of the analysis. The result showed that as the size of an organization increases, the level of decentralization of the organization also increases. This trade-off relationship implies that simultaneous policies on reducing organization size and strengthening the level of organizational decentralization may cause structural confusion in organizations.
