Abstract

Sexual harassment is an important issue faced by various organizations, but academic research on causes and solutions of sexual harassment is limited. This study analyzed sexual harassment and organization culture at Korean workplace by using panel data with 3,258 women managers who were surveyed four times. We have confirmed that there are organizational contexts and situations that affect the frequency and prevalence of sexual harassment. First, women managers who work in companies with high discrimination against women in employment and personnel decisions are more likely to experience sexual harassment. Sexual harassment occurs more often in companies with an organizational culture that expects their employees to be collective and unified. On the other hand, the risk of sexual harassment decreases as rational and transparent HR practices are used for evaluation, personal performance is more important than seniority, and subordinates are allowed to express their views freely. Finally, in a company with a high gender equality awarness of top management, female managers are less likely to experience sexual harassment. The results of this study provide policy implications. Discipline and response at the individual level have limitations in the prevention and resolution of sexual harassment. There is a need for corporate efforts to improve the personnel system and organizational culture, as well as the active interest of top management in gender equality.
