성평등 인센티브의 남성 육아휴직 사용 확대효과: 민간부문을 중심으로

초록

본 연구는 남성의 육아휴직 사용을 촉진하기 위해 도입된 육아휴직제도의성평등 인센티브가 의도했던 결과를 가져왔는지 여부를 실증 분석하는데초점을 두었다. 지금까지 수행된 국내의 육아휴직 사용 관련 연구는 대부분여성만을 대상으로 하여 분석하였다. 남성을 대상으로 한 일부의 연구들도육아휴직 사용이 저조한 배경에 대해 정성적인 접근을 주로 하였고, 남성육아휴직 사용에 대한 계량연구가 부족하였다. 이를 보완하기 위해 본 연구는 고용보험 DB 자료를 사용하여 성평등 인센티브 도입에 대한 남성 육아휴직 사용의 실질적인 추이 변화를 분석하였다. 2012년 4월부터 2017년3월까지 총 60개월을 분석시기로 삼고, 남성 육아휴직 사용률을 종속변수로 하여 구간별 회귀분석을 실시하였다. 성평등 인센티브가 처음 도입된2014년 10월을 1차 개입으로, 성평등 인센티브의 적용기간이 1개월에서3개월로 확대된 2016년 1월을 2차 개입으로 설정하였다. 분석 결과, 성평등인센티브의 도입은 남성 육아휴직 사용률 추세를 유의미하게 증가시키지못한 반면, 성평등 인센티브의 확대적용은 남성 육아휴직 사용률 추세를 가속화한 것으로 드러났다. 이는 성평등 인센티브 도입 자체로는 효과가 불충분하고 최소 3개월 이상 인센티브가 제공될 때 남성 육아휴직 사용의 유의미한 추세변화를 유도할 수 있음을 나타낸다. 더 나아가, 이러한 연구결과가 남성의 하위특성별로 구분하여 볼 때, 어떠한 차이를 보이는지에 대해추가 분석하였다. 먼저 임금수준별로 나누어 분석한 결과, 성평등 인센티브의 도입 및 확대적용과 저임금 남성 집단의 육아휴직 사용률 간에는 유효한인과관계를 발견할 수 없었다. 반면 고임금 남성 집단에서는 성평등 인센티브의 확대적용으로 인한 유의미한 육아휴직 사용률 증가가 포착되었다. 마지막으로 남성이 종사하고 있는 기업의 규모별로 나누어 분석한 결과, 소규모 기업에 종사하는 남성 집단에서는 성평등 인센티브의 도입이 경미한수준으로 남성 육아휴직 사용률을 증가시켰다. 반면 대규모 기업에 종사하는 남성 집단에서는 성평등 인센티브의 확대적용이 남성 육아휴직 사용률의 추세를 뚜렷하게 증가시킨 것으로 드러났다. 본 연구는 지금까지 남성육아휴직 사용과 관련한 연구들의 한계를 극복하고 실증 연구를 시도한 것과, 향후 육아휴직제도의 성평등성을 높이기 위한 개혁 방향의 길잡이가 될수 있다는 점에서 의의를 갖는다.

Abstract

This study explored whether the parental leave reform brought the real change of men’s parental leave up-take. For doing this, the research utilized social insurance database of 60 months of men’s parental leave up-take rate from 2012 April to 2017 March. The introduction of gender equality incentive was regarded as 1st reform and the expansion of gender equality incentive as 2nd reform. The findings are as follows. First, the introduction of gender equality incentive did not affect the men’s parental leave up-take whereas the expansion of gender equality incentive did affect it. Second, the gender equality incentive was not effective at all for low income group, while it was highly influential for high income group. Third, the gender equality incentive was not effectual for the men in small company. On the other hand, it was greatly effective for the men in large company. This research had a significant role in filling the gap of previous research by performing empirical study on men’s parental leave up-take and providing meaningful direction of the Korea’s parental leave policy development.
