이 논문의 목적은 민주시민교육과 통일교육을 접목할 논점을 민주적 가치와 민주시민의 자질이라는 관점에서 구체화하고 통일교육의 실천 과제를 제시하는데 있다. 민주적 가치가 통일교육에 주는 의미는 건강한 민주주의와 경제력 신장, 인간 존엄의 인식 아래 개인과 사회의 포용력 증대, 북한을 통일의 파트너로 인정하며 남북한 화해협력과 평화공존이 통일 추진의 현실적 방안이라는 점을 인식, 민족적 가치와 함께 세계시민주의 이상 구현 등이다. 통일교육이 추구할 민주시민의 자질은 민주주의 가치와 체제가 통일의 원동력임을 확신, 사회화와 반사회화의 의미 균형 추구, 통일쟁점에 관한 균형적인 인식, 생활 속에서 통일문화 실천 등이다. 통일교육의 실천 과제는 북한을 바르게 이해하고 통일문제를 합리적으로 판단하는 능력 제고, 북한을 통일 상대로 인식하며 북한과의 문화 차이를 차별하지 않는 노력, 시민성 교육과 도덕성 교육의 조화, 민족주의의 유용성과 한계를 정립해 통일의 당위성을 새롭게 설정, 보편적이며 세계사적 가치 추구 등이다.
Abstract
Democratic Values and Characters of Democratic Citizenin Unification Education The purpose of this paper is to concretize the issues of incorporating democratic citizenship education with unification education - from the viewpoint of democratic values and characters of democratic citizen - and to present the practical tasks for unification education. The significance that democratic values provided within unification education includes: growth of democracy and economic power, an increase of tolerance of individual and society within the perception of human dignity, acknowledgement of North Korea as a parter for unification, recognition of inter-Korean reconciliation and cooperation as well as peaceful coexistence as a realistic plan for promoting unification, and realization of cosmopolitanism ideal and nationalistic values. The characters of democratic citizen that will be pursued by unification education includes: confidence in democratic values and system as the driving force in unification, pursuit of balance of significance between socialization and anti-socialization, balanced perception regarding the issue of unification, and practice of unification culture in everyday life. Practical tasks of unification education are: understanding North Korea and the ability to rationally judge the unification problem, awareness of North Koreans as a partner for unification and effort not to discriminate cultural differences with North Korea, synchronization of citizenship education and moral education, new establishment of oughtness for unification by constructing the limit and merit of nationalism, and promoting universal and historical values.
