Abstract

This study empirically analyzed the influence of perceived representation types (delegate and trustee) on legislative time allocation, particularly the proportion of out-of-council activities, among 160 municipal councilors in five major Gyeonggi Province cities. Based on survey data, the study calculated each councilor's perceived representation type scores (Del_score, Tru_score) and time allocation patterns (proportion of in-council vs. out-of-council activities), while also considering various control variables including age, gender, political party affiliation, and legislative experience. For the analysis, both Ordinary Least Squares (OLS) regression was applied to identify linear relationships, and Random Forest regression was utilized to capture non-linear and interactive effects among variables. OLS results revealed that both delegate and trustee scores exhibited a significant positive relationship with in-council activities, although the overall explanatory power of the model was low. In contrast, the Random Forest model demonstrated that the delegate representation score and age had a strong influence on the proportion of out-of-council activities, with a significantly improved predictive power (R²=0.544). This finding suggests that councilors' time allocation decisions are better understood within a non-linear and complex framework rather than through simple linear relationships. This study empirically establishes a substantive link between representation perception and time utilization, offering policy implications for enhancing local councilors' effective time management and overall representation.
