이 논문은 제10대 경상북도의회 전반기 의원들을 대상으로 전수조사한 설문자료에 기초하여 지방의원의 대표유형과 의정활동의 관계를 실증적으로 분석한다. 분석결과 지방적 수준에서 의원의 대표유형들이 의정활동에 미치는 영향력을 확인하였다. 특히 대리인 유형의 의원들은 일관되게 적극적인 의정활동에 참여하였다. 지역주민의 이익과 선호를 대표하는 의원들은 지역민과의 상호작용, 집행기관에 대한 감시, 청원 및 진정서 처리와 같은 지역의 요구에 능동적으로 참여하였다. 지방의회의 의정활동에 대한 대표유형의 긍정적 영향력 확인을 통해 지역의 하부적 수준에서 대의민주주의의 반응성 제고를 논의한다.
Abstract
Using a survey of all members of the 1st Half of the 10th Provincial Assembly in Gyeongsangbuk-Do, this paper analyzes the relationship between representational modes and legislative behaviors of members of the Provincial Assembly. The result provides the evidence that representational modes of the Assembly members make an impact on their legislative behaviors at a local level. In particular, it is worthwhile noting that the delegate members have a tendency to actively participate in legislative activities. Members who represent interests and preferences of local residents respond to the demands of the residents, including the interaction with local people, the oversight over the executive branch, the handling of petition etc. Based on the evidence for the positive influence of representational modes on legislative behaviors in the Provincial Assembly, the study discusses the enhancement of the responsiveness of representative democracy at a lower level.
