Abstract

This study examines the discrepancy between role orientations and actual legislative activities among Korean basic-level local council members, focusing on how councilors allocate their time across institutional and constituency-oriented tasks. Using survey data from 124 council members in five major metropolitan city councils, the analysis integrates self-reported role perceptions with detailed measures of weekly time allocation to internal (institutional) and external (constituency-based) activities. Analysis of variance indicates that internal activity shares differ significantly by role orientation, F(3, 120)=2.893, p=.038, whereas no significant differences are observed for external activity shares, F(3, 120)=0.917, p=.435. K-means cluster analysis further identifies three distinct types of council members: Congruent-Internal (33.9%), Congruent-External (30.6%), and Incongruent-Institutional (35.5%). The Incongruent-Institutional group is characterized by a strong emphasis on constituent representation at the perceptual level, yet relatively constrained behavioral patterns shaped by institutionally mandated internal activities. To examine the determinants of this perception-behavior gap, logistic regression analysis is conducted with membership in the incongruent group as the dependent variable. The results show that higher educational attainment (college degree or above), urban constituencies, and reelection intentions are significantly associated with a higher likelihood of belonging to the incongruent group (OR=3.06, 2.44, and 4.26, respectively), while age, legislative tenure, and party affiliation are not statistically significant. Taken together, the findings demonstrate that role perceptions do not automatically translate into legislative behavior. Instead, perception-behavior discrepancies are structurally mediated by institutional time constraints and electoral pressures that shape how council members allocate their limited time resources. By incorporating time allocation as a behavioral indicator, this study extends role theory in legislative research and highlights how institutional structures “capture” political time, thereby conditioning the realization of normative role orientations in local governance.
