Abstract

In the French policy's history, the Gaullism was a political ideology which meant an autonomous defense and an independent diplomatic line. France's withdrawal from NATO was a symbolic event which made Gaullism known the international community. In the recent return of France to NATO forces means the end of Gaullism. Taking into account the fact that Nicolas Sarkozy is an admirer of De Gaulle and that his political party, UMP's value is based on Gaullism, the return of France to NATO forces seems to be paradoxical. This must be interpreted in a politically complicated meaning. Why Sarkozy's right wing government decided the return to NATO forces? Does it mean really the end of “French exceptionalism”, so-called “De Gaullism”? As of August 2009 Frane has deployed 3,100 troops, 4th largest in the world, in International Security Assistance Force (ISAF), North Atlantic Treaty Organization (NATO)’s mission in Afghanistan. French forces take the responsibility upon the stabilization and reconstruction of Afghanistan area. But France has no strong representation in NATO's works. In fact, NATO has sought to be “global” in its geographic reach and in the development of non-member partner states that can assist in achieving an agreed mission: Korea, Japan, Australia, New Zealand. However, Paris has argued that NATO was European security organization, and must only operate in and near Europe This paper will respectively analyze France' return to NATO forces to the point of national position as well as international context. In addition, this paper will briefly discuss potential issues to be raised in Korean peninsula. by reviewing geopolitically Korea’s participation as NATO’s new member.
