본 연구는 프리랜서협동조합을 설립 주체와 목적에 따라 네 유형으로 분류해 조직적 특성과 한계를 확인하고 성장발전을 위한 해결방안을 도출하는 것을 목적으로 한다. 네 유형에서 각각 선정된 네개의 사례를 분석한 결과 프리랜서협동조합은 설립 목적과 조합원 구성, 조합과 조합원 계약관계, 가치창출방식과 거버넌스에서 노동자협동조합 및 사업자협동조합과 다른 특성을 나타냈다. 프리랜서 협동조합은 조합원이 서로 일하는 방식에 따라 크게 플랫폼형과 협업형으로 나누어지고 이에 따라서 조합의 조직적 특성 및 전망에서도 차이가 나타난다. 또한 프리랜서협동조합은 조합원의 프리랜서로서의 직업적 특성과 조합으로의 높은 결집을 통하여 일감부족과 변동성을 해결할 수 있다는딜레마를 공통으로 안고 있다. 본 논문은 사례가 한정되고 유형분류의 한계가 존재하지만, 새롭게 등장한 프리랜서협동조합을 탐구하는 의미에서 사례분석을 수행했고, 그 결과에 근거해 프리랜서협동조합의 성장발전을 위한 조건을 제안하였다.
Abstract
This paper aims to identify organizational characteristics and to suggest implications for freelancer cooperatives' sustainable development. The paper categorizes freelancer cooperatives into four types according to the subject and purpose of establishment. An analysis of four cases selected from four types shows that freelance cooperatives differ from worker cooperatives and entrepreneur cooperatives in their specific purpose of establishment, contractual relationship between cooperatives and their members, and the way of organizing the cooperatives’ business. The paper found that freelancer cooperatives could be categorized in those aspects. In particular, a distinction between a platform business type by a large number of freelancers and a collaborative business type by a small number of freelancers can be an important starting point for identifying a sustainable business model for freelancer cooperatives. Freelancer cooperatives tend to suffer from not achieving economy scale or optimal composition of members and from not acquiring specialists for project markets. Therefore, the strategy for freelancer cooperatives could be different from each other in their type.
