본 논문은 최근 협동조합기본법에 의하여 설립이 크게 증가하고 있는 프리랜서협동조합의 설립 배경과 목적 및 지속가능 조건을 구명하고 이를 바탕으로 정책적 함의를 도출하고자 하였다. 프리랜서협동조합은 프리랜서들이 시장에서의 거래비용을 절감하는데 기여할 수 있다는 점이 확인되었다. 프리랜서협동조합이 사회적 후생의 증진에 기여하기 위해서는 상호성이라고 하는 협동조합의 핵심 원칙을 지키면서 시장에서 지속가능해야 하는데 지속가능성을 제고하기 위해서는 비즈니스모델과 조직운영모델이 확립될 필요가 있다. 또한 협동조합을 설립한 프리랜서들이 전업적 프리랜서들뿐만 아니라 경력단절여성, 청년실업자, 조기은퇴자 등이 몰려 있다는 점에서 고용노동부의 중요한 정책적 대상으로 고려될 필요가 있다는 점을 제기하였고 이러한 프리랜서협동조합의 지속가능성을 높이기 위한 정부의 역할에 대하여 제안하였다.
Abstract
This research examines freelancer cooperatives that have recently emerged based on Framework Act on Cooperatives in South Korea. In particular, it investigates the reasons why freelancers have established a cooperative and what conditions are required for freelancer cooperatives to thrive. A preliminary result of our research shows that freelancer cooperatives have emerged in order to reduce transaction costs that freelancers would have when they organized freelance work through markets. A sustainable business model and an organizational model are necessary for freelancer cooperatives to contribute to enhancing social welfare. This paper offers necessary conditions for freelancer cooperatives by categorizing them into two types such as platform type and team-production type. It also points out that Ministry of Employment and Labor needs to embrace freelancers into their policy agendas and plays an appropriate role for helping the sustainability of freelancer cooperatives in their early stage.
