경제평가가 통일의식에 미치는 영향: 2007-2017년 통일의식조사 설문결과 분석

초록

경제평가는 투표행동을 비롯한 정치행동과 태도를 결정짓는 요인 중 하나로 많이 연구되었으나, 한국인의 통일의식이란 특수한 사례에 미치는 영향은 거의 연구되지 않았다. 통일의식의 측면에서도 여러 요인들이 통일의식 형성에 기여하는 것으로 다루어졌으나 경제 평가는 그러한 논의에서 제외되었다. 하지만 통일은 막대한 경제적 비용을 수반할 문제로 경제상황에 대한 평가가 통일과 북한, 그리고 대북정책에 대한 태도에 영향을 미칠 것이라 예상할 수 있다. 본 논문은 서울대학교 통일평화연구원의 2007∼2017년 통일의식조사 설문을 사용하여 경제평가가 통일의식에 미치는 영향을 분석하였다. 분석 결과, 현재 한국의 경제상황에 만족할수록 통일을 필요한 것이라 여기며, 북한에 대한 위협을 덜 느끼고, 포용적 대북정책을 지지하는 것으로 나타났다. 이러한 경제평가의 효과는 통일을 사회적 이익으로 인식하고, 북한주민과의 정서적 거리를 가깝게 느끼는 집단에서는 약화되었다. 반면, 정당일체감과 통일의 민족당위성은 경제평가의 효과와 상호작용하지 않는 것으로 나타났다. 특히 진보정당 지지층에서도 경제평가의 영향력이 다른 집단과 다름없이 유지된다는 점은, 안정적인 경제성과를 바탕으로 포용적 대북정책을 추진할 때에야 보다 나은 정책 효과를 거둘 수 있음을 시사한다.

Abstract

Economic evaluation has been regarded as a key determinant of citizens’ political behaviors and attitudes, particularly voting behavior. However, it has rarely been studied in relation to South Korean’s unification perception, one of the major social cleavages that have divided South Korea’s political space. From the perspective of unification perception as well, many factors has been considered as its determinant, but economic evaluation has been neglected from the discussion. This analysis examines how economic evaluation affects South Koreans’ unification perception using the 2007-2017 Unification Perception Surveys. The results show that the more satisfied with the current status of the economy of South Korea, one is more likely to consider unification as necessary, less likely to feel threats toward North Korea, and more likely to support engagement policies with the North. The effect of the economy is found significantly lower among those who see unification as more of a cost, and who have close feelings toward North Koreans. Contrarily, such an interaction effect does not appear with partisanship and the national sentiment of unification. This suggests that the current Moon government should seek engagement policies under stable economic conditions so that they can be supported and bear fruit.
