Korea and The Pacific War를 출판하였다. Korea and The Pacific War는 총 76페이지 분량으로 머리말, 서론을 시작으로 1부, 2부, 3부로 구성되어 있고 한국의 군사, 정치, 경제상황에 대한 자세한설명과 전후구상을 제안하여 한국은 독립국가를 운영할 수 있는 자치능력이 있음을 강조한 연구서라고 할 수 있다. Korea and The Pacific War는 주로 신한민보 구독자중 한국문제에 관심이 있는 외국인과 미국 정치인들을 대상으로 배포되거나 외국고위층 인사들에게 한국의 실정을 알리는 자료로 활용되기도 했다. 비록 Korea and The Pacific War를 통해 외교적인 성과를 가져오지는 못했지만 즉각적인 독립을 원하는 한국인들의 독립의지를 대변하는 역할은 충분히 했다고 보인다.
Abstract
This paper is a study on postwar policy initiative and propaganda activities of The United Korean Committee in America(hereafter UKC) through their publication 'Korea and The Pacific War'. UKC, which was a union of Koreans in America, set the Planning and Research Board on July 15, 1943. The purpose of the Planning and Research Board was to contribute to the collapse of the Japanese empire and the victory of Allies by studying the art of war. Also, they collected information to rebuild the Korean government after the war. It was composed of Ilhan New as chairman, Youngsung Kim as vice-chairman, Seungnak Kim as a Secretary, and Hernjue Song, Pyengyun Kim as Directors. After a while, the board published ‘Korea and The Pacific War,' which was based on OSS report, written by Ilhan New on November 1943. Korea and The Pacific War, a 76-page report, is composed of 3 sections with preface and introduction. In the first section, the author emphasizes the strategic importance of Korea and political organizations within the peninsular. it also underlines the possible role of the Korean military force and the information on the independence movement in Korea. In the second section, the author delineates the reality of the Korean economy, the need for an economic aid program after the war, and the capacity for autonomy. Finally, the third section describes situations and the chronicle of the Korean agricultural infrastructure briefly. It also contains Appendix A and B. Therefore, Korea and The Pacific War is a study highlighting the capacity of Korea as an independent nation. The UKC propaganda activity through Korea and The Pacific War did not achieve outcomes hat it hoped due to the consistent U.S. policy of trusteeship towards Korea before the division of Korea. Despite its failures, UKC and its activities were crucial in the representation of the conviction that the Korean nation had on its independence.
