Abstract
Purpose: This study compared the early childhood health checkup systems of Korea and Japan in order to identify policy strategies for securing educational continuity by linking early detection of developmental delays to sustained educational support. Method: A comparative approach was used, analyzing legal documents, policy reports, and prior research across four analytical areas: institutional basis, operational structure, intersectoral linkage, and educational continuity. Results: In Korea, although screening and diagnostic functions are institutionally established under the National Health Insurance Service, systematic post-screening linkage to early intervention and educational services remains limited, indicating weak intersectoral coordination. In contrast, Japan’s five-year-old health checkup system ensures administrative and educational continuity through institutionalized follow-up procedures and institutionalized Individual Support Plans (ISPs). Conclusion: To strengthen educational continuity, Korea should introduce a preschool developmental checkup system, link screening results to mandatory ISPs, establish an integrated information-sharing structure that directly connects health screening with educational administration, thereby ensuring continuity from early detection to early support and school-age support.
