Abstract
This study investigates how the Data-Driven Administration (DDA) Evaluation not only diagnoses administrative performance but also serves as a soft policy instrument that conveys the central government’s strategic goals to public organizations and induces institutional change. We collected the full Evaluation Manuals issued by Korea’s Ministry of the Interior and Safety from 2021 (the first year of implementation) through 2024 and classified every evaluation indicator and its explanatory text into four policy functions—INF (Infrastructure), MGT (Management), USE (Utilization), and GOV (Governance). Employing a mixed-methods design that combines quantitative analysis of indicator structures, weightings, and scoring rules with qualitative text-mining of explanatory keywords, we find a clear shift in policy priorities from an infrastructure- and management-oriented focus toward utilization and governance. Re-engineering of quantified criteria and sub-items has functioned as an incentive mechanism, encouraging agencies to adopt data use as an organizational standard and to institutionalize it in routine practice. Keyword dynamics further reveal that regulative, normative, and cognitive forms of institutionalization have progressed in stages within administrative organizations. By empirically demonstrating the Evaluation’s influence on administrative structures, strategies, and organizational culture, this study theorizes the institutionalization pathway of data-driven administration through an information-based policy tool and offers a foundation for practitioners to (re)design evaluation systems that embed data use more deeply in the public sector.
