공무원의 데이터활용역량이 데이터기반행정의 효과성에 미치는 영향: 데이터기반문화의 매개효과를 중심으로

초록

본 연구는 공공부문에서 데이터기반행정이 디지털 전환과 인공지능 시대에 적극적으로 대응하기 위한 정부의 핵심전략으로 부상하고 있음에 따라, 데이터기반행정의 실제실행 주체인 공무원 개인의 데이터활용역량에 초점을 맞추어, 공무원의 데이터활용역량이 데이터기반행정의 효과성(긍정적, 부정적 효과)에 미치는 영향 및 데이터기반문화가 가지는 매개효과를 구조적으로 탐색해보고자 하였다. 연구모형 및 가설검증을 위해한국행정연구원에서 국내 공무원 500명을 대상으로 실시한 설문조사자료를 활용하여부분최소자승법으로 분석하였다. 분석결과, 공무원의 데이터활용역량은 데이터기반행정의 긍정적 효과성에 직접적으로 유의미한 정(+)의 영향을 미치고, 데이터기반행정의부정적 효과성에 유의미한 부(-)의 영향을 미치는 것으로 나타났다. 또한, 데이터활용역량은 데이터기반문화에 긍정적인 영향을 미쳤으며, 데이터기반문화는 데이터활용역량과 데이터기반행정의 효과성 간의 관계를 매개하는 것으로 나타났다. 본 연구는 데이터기반행정 효과성에 대한 실증연구로, 데이터기반행정의 성공적 구현을 위해서 개인의 데이터역량 개발을 위한 노력과 데이터기반 조직문화 변화에 대한 중요성을 강조하며 연구결과의 함의 및 시사점을 제시하였다.

Abstract

As data-driven administration emerges in the public sector as a key government strategy to actively respond to the digital transformation and artificial intelligence era, this study focuses on the data utilization competency of individual public servants, who are the actual implementers of data-driven administration, to structurally explore the impact of public servants’ data utilization competency on the effectiveness of data-driven administration (both positive and negative effects) and the mediating effect of data-driven culture. The research model and hypotheses were tested by analyzing data from a 2022 survey of 500 domestic public officials, conducted by the Korea Institute of Public Administration, using the partial least squares method. The results showed that public servants’ data utilization competency has a direct, significant positive effect on the positive effectiveness of data-driven administration, and a significant negative effect on its negative effectiveness. Additionally, data utilization competency positively influenced data-driven culture, and data-driven culture was found to mediate the relationship between data utilization competency and the effectiveness of data-driven administration. In other words, data utilization competency not only directly contributes to improving the effectiveness of data-driven administration but also indirectly enhances its positive effects and simultaneously reduces its negative effects through data-driven culture. The findings of this study emphasize the importance of developing individual data competency and organizational cultural change for the successful implementation of data-driven administration. Based on these analysis results, implications and suggestions are presented
