영국 입헌군주제의 정치적 위상과 역할 ―정치사적 시각을 중심으로―

이 논문은 영국의 역사 속에서 중요한 역할을 담당하는 영국의 군주제를 입헌군주제로 변모한 이후에 21세기의 현대 영국 사회에서 어떠한 정치적 위상과 역할을 지니고 있는가를 실질적으로 입헌군주제가 확립되었다고 정치적으로 볼 수 있는 빅토리아 시대부터 현대에 이르기까지의 변화를 정치사적인 시각을 중심으로 바라보면서 왜 영국에서 입헌군주제가 현재의 다문화, 다원화 사회에서도 사라지지 않고 유지되고 있는가를 살펴본다. 또한 영국 입헌군주제의 위상의 변화를 따라 영국의 군주가 영연방 안에서 행하고 있는 역할에 대해 고찰해보고 현대 사회에서 영국의 입헌군주제가 살아남기 위하여 채택한 방법 중에서 복지군주제를 중심으로 앞으로의 전망을 예측해본다. 강한 경로의존성을 바탕으로 수많은 역사상의 위기를 극복해온 영국의 입헌군주제는 21세기 다원화, 다문화 사회에서도 복지군주제라는 자신의 존재논리의 정당화를 통하여 영국 국민과 그 사회에 앞으로도 국가적 정체성을 제공하는 하나의 중심축으로 지속되리라고 조심스럽게 전망할 수 있을 것이다.
Abstract
This article examines how English monarchy change into constitutional monarchy throughout Victorian era to modern 21st century maintain its important role in English society despite the several crisis such as World War with the political history perspective. To find the reason why constitutional monarchy remain strong in this diversification, multi-cultural society this article look on welfare monarchy, path dependency and constitutional monarchy’s role in British Commonwealth. On the historical institutionalism perspective we can cautiously prospect the future of British constitutional monarchy is remain as a important factor of national identity in Britain in the future.
