2012년은 영국 여왕의 즉위 60주년이었고 이는 입헌군주제가 제2차 세계대전 이후에도 영국에서는 성공적으로 지속되어 왔다는 것을 의미한다. 영연방의 회원국들은 아직도 영국 왕실의 상징적 권위를 인정하며 대중적인 지지도 매우 높다. 왜 이런 현상이 일어나는가?본고에서는 그 이유를 복지군주제에서 찾으려 시도한다. 복지군주제는 영국의 입헌군주제의 유지의 가장 큰 원인이 복지적인 역할에 있다는 주장이다. 즉, 정권은 교체되지만 입헌군주제는 교체되지 않으며 이런 특성을 살려 정부의 손이 미치지 않는 곳에서의 지속성을 가진 복지주체로서의 역할을 군주제가 담당하고 있으며 이것이 군주제의 정치적, 사회적 지속의 정당성을 확보한다는 것이다. 이런 사실을 역사적 제도주의의 경로의존성과 결부하여 고찰함으로써 입헌군주제의 복지적 역할에 대한 지속성과 시대에 따른 지속적 변화를 통한 적응성을 규명한다. 또한 현대의 여러 다원화, 다문화, 영국의 위상의 변화 등과 맞물려 상징적 권력과 제도로서 지속하기 위해 취한 많은 변화와 비판에 대한 대응과정을 살펴보고 마지막으로 그 미래를 예상하여 본다. 이제 영국의 입헌군주제를 상징적 존재가 아닌 사회의 주체이자 여론 선도자로 인정하고 이들이 수행하는 복지적 역할의 중요성을 인정해야 할 필요가 있다.
Abstract
2012 was the Diamond Jubilee of Queen Elizabeth II, who has headed the constitutional monarchy of Britain since 1952. In the modern political world, the monarchy is no longer a major political institution and is largely symbolic. Britain and the Commonwealth countries still support this constitutional monarchy, and members of the royal family remain popular. What can explain this phenomenon in Britain? In this paper, I suggest that the answer lies in the concept of a welfare monarchy and argue that the continuity and popularity of the monarchy in the Britain depend upon its welfare role in society. In other words, a constitutional monarchy never experiences a change of the regime and therefore can carry out its welfare role without interruption and main its status in the nation in the twenty-first century. In this paper, I try to prove this contention with the historical institutionalism methodology of continuity and adaption. I also examine the reactions of the monarchy to criticism and to Britain’s change into a multi-cultural, multi-dimension society. Finally, I look at the short-term and mid-term future of the British monarchy and argue that far from being an uninfluential, antiquated political institution, the British monarchy, through its adaption, is a major shaper of social opinion.
