지역사회운동으로서의 청소년 자원봉사활동 지원체계구축방안 : 일본 청소년 자원봉사할동 지원체계의 시사점

연구는 한국의 청소년 자원봉사활동의 활성화를 위해 일본의 청소년 자원봉사활동 지원체계사례를 살펴보고 이를 통해 한국에서 이루어지는 청소년 특히 학교 청소년 자원봉사활동이 지역사회운동으로 전환되기 위한 지원체계 구축방안을 제시하고자 하였다. 지역사회운동은 지역주민의 행동 혹은 활동을 통해 지역문제를 해결하고자 하는 것으로, 이러한 예는 일본이 2000년부터 시행한 지역복지계획과 실천 속에 지역청소년의 공동체로의 복귀를 시도한 예에서 찾아볼 수 있다. 일본의 청소년 자원봉사활동을 위한 지원체계는 활동의 목적성을 뚜렷이 하고 지역사회복지협의회와 지역복지센터를 통한 지원과 지도를 통해 효율적인 운영을 도모하고 있다. 필요한 지원체계의 제공이 가능한 지원체계 간의 연계성 확보와 전문적 연구와 개발을 통한 프로그램의 개발과 자원봉사활동에 대한 수요와 공급의 유기적 연계, 활동에 있어서의 위험에 대한 대비와 필요한 교육의 제공은 물론 적절하고 유효한 보상체계의 구축이 주요한 지원체계로서 기능하고 있다. 일본의 경험과 실천은 우리나라 청소년 자원봉사활동을 위해 지원체계의 조정과 연계, 지역문제 인식을 위한 청소년의 자발적 참여와 필요한 교육의 제공, 지원체계의 전문성에 기초한 프로그램의 개발, 지역사회의 평가체계 구축 및 교육과 관리를 위한 전문 인력의 양성은 물론 청소년 자원봉사 리더양성과 활용 등 청소년 자원봉사활동 지원체계 구축의 구체적 실천의 중요성을 시사하고 있다.【핵심어】청소년 자원봉사활동, 지원체계, 지역사회, 지역사회운동, 지역자원봉사센터, 평가체계, 보상체계, 일본, 한국

Abstract

This study focuses on the construction of supporting system for youth volunteering as a community movement with a historical review of Japan. In Japan youth volunteering started with an intention to give their youngsters fluent and practical opportunities to get out of their school and burden of study and to develop their potentials through practical experiences in natural and social environment. This intention revealed obviously in the scheme and practice of Japan local community welfare plan which started from 2000. On the other hand, community movement, as one of community Organizational models, strives to motivate its residents and make them participate actively in community affairs and collaborate to solve problems beyond individual resident. From Japanese community plan model we can get some suggestions for developing Korean supporting system for youth volunteering as a community movement, which can be an alternative strategy to overcome the limit of student volunteering which is a required for extra curricular activity for all the students of middle and high schools.In Japan, first of all, they make clear what is the object of student volunteering. And they make balance between demand and supply of volunteering through community centers which are established for each 100,000 residents. There are also efficient reward system to the endeavors of every youth volunteer. From the experience of Japanese local welfare practice, we should establish community welfare network system to realize and give inspiration for youth volunteering at local community level, through which tasks and methods of volunteering can be found in relation with community welfare plan as a whole. This system should comprise schools, parents and students as well in case they are required. Secondly feedback system should be provided to evaluate and make better their activities at community level.
