관리수단으로서 정부업무평가제도의 역할 및 한계: 정부업무평가제도 내 특정평가를 중심으로

본 연구에서는 2006년이후 정부부처를 대상으로 시행하고 있는 정부업무평가제도를 중심으로 논의한다. 특히 정부업무평가제도를 구성하고 있는 자체평가와 특정평가 가운데 특정평가의 의미와 필요성에 대하여 논의하며, 각 정부부처의 평가담당자들을 대상으로 설문을 실시, 특정평가의 필요성 및 기능에 대하여 논의하였다. 중앙부처 정책에 대한 전반적인 관리차원에서의 정부업무평가제도는 필요성과 성과에도 불구하고, 평가부담의 경감이나 전체적인 국정운영에 대한 정보제공 차원에서는 아직 제도적인 고려점이 필요한 것으로 보인다. 정부업무평가제도 내에서 특정평가의 기능과 필요성은 이러한 평가부담의 경감이나 국정운영에 대한 정보제공 차원에서 필요한 것으로 보이며, 정부부처의 정책전반에 대한 고려와 평가를 통한 정보의 제공 등 성과정보의 차원에서 정부업부평가제도는 관리수단으로서의 의미를 고려한 운영이 필요한 것으로 여겨진다.
Abstract
This research focuses on "Special Evaluation System" in Policy Evaluation System in Korea. As many arguments and issues like usefulness and effectiveness of the evaluation system are always found in evaluation system in central government, current Integrated Public Service Evaluation System(IPSES) brought many pros and cons of evaluating government activities. IPSES mainly focuses on the Integrated system for evaluating performance of central government agencies and it includes policy cycle in government: Performance plan, policy implementation, self-evaluation, and confirmation. Even though IPSES was initiated to combine most of evaluation practices in central government, it has fragramented, loosely connected procedures. According to the survey results, the usefulness and necessity of Special Evaluation System should be reconsidered. Evaluation system does not guaranteed performance improvement without continual confirmation of structural adjustment.
