성과관리와 평가의 연계성에 관한 분석적 고찰: 공공정보화사업 사례를 중심으로

본 연구의 목적은 공공정책 및 사업의 성과제고를 위하여 성과관리와 평가 및 예산의 연계성 강화의 필요성을 살펴보고, 실제 공공정보화분야의 사례를 분석하여 성과관리와 평가 및 예산과정의 문제점을 분석하고 개선방안을 제시하는 것이다. 이를 위해 먼저, 성과관리와 평가 및 예산의 연계성에 대한 이론적 검토를 실시하였고, 이들간의 연계성을 분석하기 위하여 법제도적 관점, 조직적 관점, 인적기반 관점의 준거틀을 설정하였다. 그리고 공공정보화사업 사례를 대상으로 성과관리와 평가 및 예산의 연계가 이루어지지 못하는 원인과 그로 인한 결과를 분석틀에 따라 심층분석하였다. 다음으로, 성과관리와 평가 및 예산의 연계 강화를 위해서 법제도적 측면에서 국가재정법과 정부업무평가기본법간의 성과관리부분 연계방안, 예산제도를 품목별 예산에서 성과주의 예산제도로 전환, 평가제도에서 사전평가와 집행점검평가와 사후평가의 연계 강화 등을 제시하였다. 조직적 측면에서는 기획예산처와 정부업무평가위원회로 이원화되어 있는 성과관리와 평가 및 예산주체를 일원화하는 방안과 그렇지 못할 경우의 평가와 예산의 연계 강화방안을 제시하였다. 인적 측면에서는 정부부처의 성과관리 및 평가담당 공무원들의 성과관리 및 평가제도에 대한 이해, 성과계획서 작성 및 성과지표 개발능력, 성과평가 능력 제고가 필요함을 제시하였다.
Abstract
The purpose of this study is to review the connection among policy performance management, policy evaluation and policy budget and to suggest some recommendations for improving the performance of public policy. I establish the analytical framework which consists of law-institutional, organizational and personnel perspective and analyze the Information Policy Area as a case to find out the causes and results of bad connection among performance management, evaluation and budget of public policy. The results are the following: 1. From the law-institutional perspective, to solve the performance management conflicts among related government ministries, the propositions and institutions about performance management which are based on the National Finance Act and the Government Policy Performance Evaluation Act must be modified and connected. 2. From the organizational perspective, to resolve the problems caused by bad connection among policy performance management, policy evaluation and policy budget, each authority of them should be integrated or be mediated effectively. 3. From the personnel perspective, to strengthen the performance of government policy, government officials should understand the concept, process and contents of performance management and policy evaluation and improve the ability to deal with them.
