개별평가 제도화 방안에 대한 연구: 평가 관리, 활용, 보고를 중심으로

2006년 「정부업무평가 기본법」 시행 이후 통합평가 원칙에도 불구하고 개별평가의 남설로 인한 피평가기관 부담 증가와 평가의 실효성에 대한 문제가 지속적으로 제기되어왔다. 이에 본 연구는 개별평가제도의 관리 및 활용 수준을 평가제도화의 관점에서 분석하고 대안을 제시하였다. 분석을 위해 세 가지 차원(개별평가 운영과 관리, 평가의 활용, 평가결과의 보고와 국회의 관심)을 중심으로 제도화를 정의하고, 법제도 분석과 함께 개별평가 관련 기관 담당자 인식조사를 통한 운영 실태 분석을 실시하였으며, 미국, 일본과같은 해외사례를 조사를 통해 시사점을 도출하였다. 결론에서는 「정부업무평가 기본법」 에서 개별평가의 관리와 공개 대상 및 절차에 대해서 일반적으로 규정하고, 개별평가가근거로 두고 있는 법에서 구체적인 평가 목적과 보고 대상을 명확히 규정할 것을 제안하였다. 또한 개별평가 제도화 과정에서 국회의 역할이 중요함을 강조하였다.
Abstract
Since the enactment of the “Government Performance Evaluation Basic Act” in 2006, the burden on evaluated institutions has grown due to the expansion of cross-agency evaluations and concerns about their effec- tiveness. This research examines the cross-agency evaluation system’s establishment and utilization, proposing alternatives through the lens of institutionalization, defined by operational management, evaluation utilization, and results reporting. The conclusion recommends amendments to the Act to improve evaluation management and disclosure, clarify evaluation purposes and reporting requirements in individual laws, and underscore the role of parliament in institutionalizing cross-agency evaluations.
