Abstract

This study investigated high school students’ group decision-making strategies, interaction patterns, and value judgment structures in convergent problem-solving situations focused on ecological river restoration. Utilizing a Socio-Scientific Issues (SSI)-based MEA-CoPS program, qualitative analysis was conducted on group discussion transcripts, student worksheets, and video data. The findings revealed that female groups exhibited a ‘Value-driven’ decision-making pattern (Value → Action), prioritizing overarching values such as environmental protection, public interest, and sustainability and employing consensus-building strategies based on mutual adjustment. In contrast, male groups demonstrated a ‘Condition driven’ pattern (Condition → Result), focusing on pragmatic constraints such as budget feasibility, technical viability, and stakeholder impact, which resulted in more frequent use of compromise and persuasion strategies. Notably, mechanical voting methods, such as majority rule, were absent across all groups; instead, deliberation-based naturally emerging consensus served as the primary mode, indicating that adolescent decision-making is rooted in meaning negotiation and value coordination rather than procedural voting mechanism. These gender-based differences are interpreted not as disparities in ability, but as variations in the organization of judgment resources shaped by socially constructed discourse conventions. Based on these findings, this study proposes the of the need for structured decision-making models that include value clarification, gender responsive teacher scaffolding, and a collaborative framework where the analytical argumentation of male students and the value-oriented coordination of female students are complementarily integrated. Such pedagogical approaches will contribute to fostering balanced judgment and the development of comprehensive democratic citizenship in students as they navigate complex socio-scientific issues.
