원주민의 북극이사회 워킹그룹 프로젝트 제안, 주도, 참여 및 영향력에 대한 연구: 그위친국제이사회 SDWG 프로젝트, Arctic Food Innovation Cluster를 중심으로

본 논문은 북극 이사회(AC)의 영구회원기관(PP)인 GCI(Gwich’in Council International)가 북극 이사회 산하 워킹 그룹들에 제안하고, 주도하고, 참여한 프로젝트들을 살펴보고, 이를 통해 북극 이사회(AC) 내에서의 원주민 그룹(PP)의 주도적 역할과 북극 이사회 회원국과의 성공적인 파트너십 관계의 설정을 분석할 것이다. 주요 연구 내용과 대상은 GCI의 프로젝트 중 특히, SDWG 프로젝트, Arctic Food Innovation Cluster이다. 이를 통해 원주민 그룹이 제안하고 주도하며 참여한 프로젝트들이 달성한 협력의 성과 분석과 미래의 실현 가능성에 대해 고찰하고자 했다. 현재, 북극권에는 비록 한정적이고 소수이기는 하지만 원주민 그룹의 프로젝트들이 진행되고 있으며 앞으로도 지속, 더 나아가 확대될 가능성이 높다. 따라서 본 연구는 한국의 북극권 원주민 대상 사업 참여 가능성 탐구의 주요 전환점이 될 것이라고 기대한다.
Abstract
This paper examines projects of Working Groups of the Arctic Council, initiated, led, and participated in by GCI (Gwich’in Council International), a Permanent Participant (PP) of the Arctic Council (AC), and through these, the leading role of indigenous group (PP) within the Arctic Council and its successful partnerships with Arctic Council’s member states will be analyzed. Among the projects of GCI, in particular, the SDWG project, Arctic Food Innovation Cluster will be analyzed in detail. This process of discussion will provide us with some reflections on the achievements of cooperation in the past, and the hopes and results that such cooperation may bring in the future, in projects proposed, led and participated by indigenous groups.
