그동안 우리나라는 괄목할 만한 경제성장에도 불구하고 소외되는 계층의 증가, 지역간 소득격차, 빈부간의 불평등 심화, 가족 및 지역사회의 해체 등 다양한 사회문제를 잉태하였다. 이러한 다양한 사회문제를 해결하기 위한 처방의 하나로서 지난 ’95년 지방자치 시대의 서막을 열게 되었다. 오늘날 지방자치제 실시와 더불어 지역주민의 사회복지욕구의 증대･다원화는 지방자치에 대한 경험이 일천한 지방정부로서는 실로 감당하기 어려운 처지에 직면한 상황이다. 게다가 아직은 자주적으로 지방자치를 수행할만한 제반 여건이 불비한 상태임에도 불구하고 시대적 조류에 따라 분권적 지방자치를 실시해야 한다는 당위성 차원에서 실시되고 있는데, 우려되는 것은 소위 정치적 민주주의는 성공할지 몰라도 과연 지역주민이 필요로 하는 지역사회 문제의 자주적 해결 및 지역주민의 현실적인 사회복지 욕구를 자치적으로 해결할 수 있을지 의문이다. 따라서 오늘날 새롭게 대두된 신자유주의 환경하에서 사회복지는 국가책임의 최소화를 유도하며 지방분담 및 주민참여에 의존하는 복지다원주의로 전개되고 있다. 이러한 지역사회 복지환경의 변화에 지방정부는 어떻게 하면 실질적이고 효율적으로 대응할 수 있는가 하는 새로운 패러다임을 모색하는 것이야 말로 지방자치의 성공을 위한 첩경이요, 중요한 과제라고 판단된다.
Abstract
Until today, Korea has made a remarkable economic progress, however, it also yielded some social problems such as increasing of neglected populations, income gap between the various regions, intensifying of inequality between rich and poor, and collapse of the families and communities. Meantime, the local government system was created in 1995, as one of the sources to remedy such social problems. Today, however, the local government which is fairly new project has started without enough experience to be responsible for the people's needs for more diversified social welfare. The part of the reasons of this situation would be that the local government system was adapted just to meet the present demand, without providing the needed conditioning factors for self existence. Consequently, it is not certain that the local governments be able to solve the problems for the community living and welfare, although the political democracy could be successful. To meet the present demands under the newly born neo-liberalism, social welfare is expanding on the basis of multi-wellbeing component which attempts to minimize the central government intervention, and encourage the local government responsibility and direct participation of community dwellers. Providing a new paradigm by which how the local governments successfully adapt newly created welfare conditions in the communities, would be one of the key factors and important work to be done for the success of the local government administration.
