지역중심 사회복지체제의 비판적 검토

이 글의 목적은 최근 한국 사회의 새로운 복지모델로 부각되고 있는 지역중심의 복지체제(community-based welfare system)가 정치적으로 실현 가능(feasible)하고, 경제적으로 부담 가능하며(affordable), 사회적으로 수용 가능한(acceptable) 것으로 정착될 수 있는지 검토해보려는 것이다. 이를 위해 현재 시범적으로 실시되고 있는 지역복지 사업들을 진단해 보았으며, 이를 토대로 진정한 대안 복지모델로 자리 잡기 위한 실천과제들을 제시해보았다. 실천과제의 핵심은 ‘참여’와 ‘파트너쉽’로 정리할 수 있다. 지역주민의 역량과 지역조직화 정도가 복지서비스의 수준을 결정하며, 다양한 공급 주체들의 파트너쉽이 지역중심의 복지체제를 이끌어가는 힘이라는 것이다. 또한 ‘지역사회에 의한’(by community) 복지보다는 ‘지역사회에서의'(in community) 복지체제가 필요하다는 사실, 그리고 이를 위해서는 공공 재원의 투입으로 인한 지역복지의 인프라 구축이 필요하다는 사실도 밝혀낼 수 있었다.
Abstract
The purpose of this paper is to examine whether the community-based welfare system, which has recently been highlighted as a new model of welfare system in Korea, can be instituted as a politically feasible, economically affordable, and socially acceptable welfare regime. With the aim in view, the paper critically reviews those community-based welfare projects which are now under way as exemplary trials. On the Basis of which, the paper also tries to come up with action plans to make the community-based welfare system a truly viable alternative welfare model. The gist of action plan can be summarized as 'participation and partnership'. The capabilities of local community members and the extent of community organization determine the level of welfare services, while the partnership among varieties of welfare service suppliers being the driving force behind the community-based welfare system. The paper also finds that we need a new welfare system which gets deep-rooted 'in community' rather than being swayed 'by community', and that in order to have such kind of welfare system it would be necessary, by investing public funds, to build up infrastructures for that kind of welfare system.
