샤프의 협상시스템으로서의 정책네트워크모형

초록

80년대초 이래 독일에서는 조종논의가 학계를 지배하였으며, 그 다음에 영미세계에서는 거버넌스(governance) 이론이 뒤따랐다. 독일에서 조종(steering)은 “‘조정(coordination)들을 통한 조종”으로서 이해되고 있는데, 영미세계에서의 거버넌스와 거의 동의이어로 사용되고 있다. 그런데, 오늘날 OECD국가들에서는 막스 베버가 지난 19세기의 지배관계를 이념형적으로 구성하였던 관료제적-계층제적 조종모형이 수평적인 네트워크적 조종모형으로 전환되었거나 전환되고 있는데, 이를 New Governance 현상이라고 부른다. 조종컨셉트들은 다양한 시각에서 분류될 수 있지만, 특히 정책분석적 조종컨셉트들은 정책형성모형, 정책싸이클모형 및 정책네트워크모형으로 구분할 수 있다. 정책네트워크모형들 중에서는 킹돈의 정책창모형, 사바티어의 옹호자연립모형 및 샤프의 협상시스템모형이 국제적으로 유명하다. 그런데, 전자의 두 모형들이 우리나라에서도 잘 알려져 있는 반면, 독일의 대표적 정책학자인 샤프의 모형은 유감스럽게도 우리나라에는 거의 알려져 있지 않은 것 같다. 본고는 조종이론적 관점을 고려하여 정교하게 구성한 네트워크모형인 샤프의 협상 시스템 모형을 설명하고자 한다. 여기서 샤프는 후생경제학적 제도경제학의 시각에서 협상시스템의 조정논리와 조정능력에 대한 고찰에서 출발한다. 코즈-정리에 따라 거래비용을 무시하면, 분해 될 수 있고 보상지불 또는 패키지거래가 가능할 때, 이론적으로 행위자의 완전한 공익지향성과 완전한 정보능력을 가정하는 이상적 계층제에 의해 달성될 수 있는 복지효과가 이기주의적-합리적 행위자와 기타 전제조건을 가정하는 협상시스템에 의해서도 달성될 수 있다. 그러나 협상시스템에서는 공동생산차원과 배분차원을 동시에 해결하지 않으면 안되기 때문에 협상딜렘마가 생긴다. 이 두 차원의 비중은 협상유형에 따라 다르지만 협상시스템이 계층제나 네트워크 등에 배태(embeddedness)될 때, 협상딜렘마거래비용많은 수의 문제 등이 크게 감소된다. 이러한 이론적 배경에서 샤프는 오늘날 조정문제가 아주 중요한 정도로 대부분 이미 네트워크들과 협상시스템들을 통해 해결되고 있다고 본다.

Abstract

Since at the beginning of 1980's in Germany, the Steering discussion in the academic world has been dominated. Next the discussion on governance problem in Anglo-American world followed. From the viewpoint of a steering theory, it can classify policy analytical concepts into the Policy Making models, the Policy Cycle models, and the Policy Network models. Among Policy Network models, the Policy Window model of Kingdon, Advocacy Coalition model of Paul Sabatier, and Negotiation System model of Fritz W. Scharpf are very famous internationally.This study can be explained the Negotiation System model of Scharpf. He begins with the coordinating logic and the coordinating ability of the negotiation system in the perspective of the welfare-theoretic institutional economy. According to the Coase-Theorem, all options that to the net welfare effects leads, can through negotiated coordination be realized, provided that in disregard of the transaction cost; and, they are divisible and transferable, or that side payments or package deals are possible. Logically, welfare effects originating from an idealized hierarchy can be achieved through coordinated negotiation. But the dimension of joint production and that of distribution have to be at the same time solved(negotiation dilemma). Both dimensions are not equally salient in all negotiations, which means that different types of disagreement have to be overcome in each case. And it turns out that the inherent restraints of the negotiation system, namely, the problem of negotiation dilemma, the high transaction cost, and that of many number are largely decreased, when it is embedded in hierarchy or network, and so on.
