본 논문은 유비쿼터스 컴퓨팅 시대의 등장이 인간의 정보기술 활용욕구의 발전단계에 따라 필연적으로 등장한 새로운 정보기술 패러다임이며, 지금까지의 국가정보화 과정도 정부, 사회, 개인들의 정보기술 활용욕구를 충족시켜 주기 위해 추진하였다는 시각에서‘u-Korea’구상을 차세대 국가정보화의 기본방향으로서 제안하였다. 본 논문의 연구목적은 유비쿼터스 컴퓨팅과 네트워크 기술을 기반으로 성공적인‘u-Korea’를 구축하기 위한 전략과 행동계획을 모색하는데 있다. 본 논문에서는 연구의 주요 내용으로서 IT 패러다임의 변화에 따른 유비쿼터스 컴퓨팅 시대의 의미 고찰, 정보기술 활용의 사회적 욕구와 국가정보화 정책의 발전단계 검토를 통한‘u-Korea’의 개념과 비전의 정립, ‘u- Korea’구축과 관련된 주요 이슈와 전략에 대한 논의, 그리고 성공적인‘u-Korea’구축을 위한 행동계획(action plan)으로서 요구되는 핵심 과제와 추진 체계를 제시하였다.
Abstract
This paper proposes a ‘u-Korea’model as the fundamental direction for the next generation of the national information policy from the view point of that both the ubiquitous computing has introduced in necessity as a new IT paradigm to meet the desire of IT usage for our human beings and the processes of our national information policy has progressed to satisfy the desire of IT usage for government, society, and personal. The aim of this paper is to explore a strategy and an action plan based on the ubiquitous computing and network technology for building a successful ‘u-Korea’. In this paper, we clarify the meaning of the ubiquitous computing according to IT paradigm shift, establish the concept and vision of ‘u-Korea’through the social demand of IT usage and review the processes of the national information policy, discuss on key issues and strategy related to building ‘u-Korea’, and explore the core projects and schemes which may need for the building a successful action plan of‘ u-Korea’.
