최근 21세기 정보통신 패러다임으로 자리잡아 가고 있는 유비쿼터스 IT 개념은 우리나라는 물론 주요 선진국에도 21세기 국가경영 아젠다로 부각되고 있다. 이에 따라 유비쿼터스 IT 전략은 단순히 IT분야에 국한된 기술적 개념이 아니라 현대국가의 당면과제 해결, 극가사회 시스탬의 혁신과 최적화, 국민 생활의 질 향상 등 바람직한 21세기 지식정보사회 실현을 위한 최적 대안으로 그 위상이 격상되고 있다. 본 연구의 목적은 이상과 같은 상황을 배경으로 우리나라가 유비쿼터스 IT 선도 국가로 발돋움하기 위한 새로운 국가정보화 기본구상으로서 이를 바탕으로 SWOT 분석을 시도하여 국내 IT 토양과 장점을 극대화할 수 있는 4대 전략을 제시하였다.
Abstract
Ubiquitous computing is fast becoming a new IT paradigm that has recently raised important issues in policymaking in advanced countries, like the United States, Japan, and member nations of the EU. Such new paradigm has also raised the status of establishing national IT strategies, in that the focus is not entirely restricted to technology but is also concerned with the improvement of the social system. Under the above-mentioned circumstances did this study examine the ubiquitous IT policies of the United States, EU, and Japan to find policy implications for establishing a u-Korea vision. Furthermore, this study ventured to suggest concrete strategies for making Korea a ubiquitous IT leader by maximizing the Korean IT foothold and core competence throgh SWOT analysis.
