최근 주목받고 있는 유비쿼터스 정보기술(u-IT)이 초래할 변화와 파장에 대해 다양한 영역에서 논의와 실험이 진행되는 것은 자연스런 현상이다. 그러나 u-IT가 기존의 정보기술과 어떠한 차별성을 갖는 것인지에 대한 사회적 담론과 그 연장선에서 업무 프로세스를 어떻게 바꾸어 놓을 것인가에 대한 심도 있는 연구는 아직 매우 미미한 수준에 머물러 있다. 특히 공공부문에서는 전자정부(e-Gov)에 이은 차세대 유비쿼터스 정부(u-Gov) 구현을 위한 비전과 전략, 그리고 영역별로 현시될 수 있는 서비스에 대한 무수히 많은 추상(抽象)들은 양산되고 있지만 구현 사상 면에서 기존 전자정부와의 차별성과 u-IT가 사회적 서비스로 이어지는 전달메커니즘에 대한 구체적 논의가 없다. 따라서 본 연구에서는 유비쿼터스 컴퓨팅 환경 하에서 행정서비스 전달메커니즘으로서의 프로세스 패러다임 변화에 대한 논의를 통해 차세대 전자정부의 추진방향을 모색하고자 한다.
Abstract
It is natural that the recent advent of ubiquitous information technology (u-IT) is bringing a variety of discussions and experiments on its impacts on the social changes. Unfortunately however discourse is barely made on how emerging u-IT is different in comparison with existing IT, and research is yet to be done on how the process paradigm would be changed under ubiquitous computing environment. Almost nothing is done in particular for the mechanisms to deliver into actions the public administration services possibly provided by u-IT. This research therefore aims to present the directions for the next generation of e-Government by exploring the possible changes in the paradigm of public administration processes as delivery mechanisms for the services emerging in ubiquitous computing environmen
