Abstract
In a society undergoing digital transformation, educators face new challenges, such as adapting to a digital work environment and incorporating digital tools into their lessons to foster students' digital competencies. This study aims to develop a framework for teachers' digital competencies based on the perspective that teachers must be able to effectively integrate digital technologies into their lessons to cultivate students' digital skills, which are essential for future societal demands. Through a review of prior research on teachers' digital competencies and analysis of the digital tasks related to their roles, a basic model and preliminary framework were developed. A first round of Delphi using open-ended questions, followed by a second round of Delphi survey to gather agreement levels, resulted in the finalization of a framework comprising 4 domains, 11 topics, and 31 items. During the research process, the validity of the four domains and their sub-elements was confirmed by gathering real-world teaching examples, thereby demonstrating the framework's applicability. Additionally, AI-related content was incorporated into each domain. This study suggests that further research is required to ensure the validity of teachers’ digital competency frameworks. Moreover, it highlights the need for in-depth research on digital competencies specific to individual subjects and the development of training programs that can systematically enhance all areas of the framework.
