Abstract
This study provides an in-depth analysis of persistent delays in urban development projects implemented through the Land Readjustment Method, drawing on the perspectives of governance theory and collective action theory. Focusing on the Hwayang District in Pyeongtaek— the largest land readjustment–based urban development project in Korea—this research examines a prolonged 20-year project duration by conducting an Analytic Hierarchy Process (AHP) analysis of 40 association delegates who possess actual decision-making authority. The results identify the key factors contributing to project delays as follows: (1) a lack of professionalism and transparency in association management (ranked 1st: election of executives lacking development-related expertise; ranked 3rd: insufficient operational transparency), (2) limited financing capacity of the project implementation agency (ranked 2nd), and (3) complex administrative procedures (ranked 5th: overlapping impact assessment requirements). Sensitivity analysis indicates that even when the consistency ratio (CR) threshold was tightened to 0.1, the rankings of the top five delay factors remained stable. In addition, statistically significant differences in perception were observed according to landholding size and the level of knowledge regarding the Land Readjustment Method. Based on these findings, this study theoretically elucidates the structural mechanisms underlying delays in land readjustment–based development projects and proposes practical policy recommendations, including the legalization of qualification requirements for association executives, strengthened financial screening of project implementation agencies, and the introduction of an integrated administrative review process. These measures are expected to enhance the efficiency of large-scale, privately led land readjustment projects and to reduce conflicts among stakeholders.
