Abstract
The settlements that formed the foundation of the Six Bu of Silla were established around the third century CE. The most notable developments during this period in- clude the relocation of settlements onto low-lying plains, the selection of locations charac- terized by mountains to the south and open land to the north, the construction of symbolic buildings within settlements, and the establishment of cemeteries immediately north of set- tlement areas. These patterns were previously believed to have been confined to the royal capital region of Silla, but this study demonstrates that they are also evident in the western district of Gyeongju, the former territory of the Moryang-bu. From the mid-fourth century onward, a total of six earthen fortifications were con- structed in the Silla capital (王都) and capital region (王畿) through the fifth century. These fortifications can be understood as belonging to two major phases. In the first phase, three earthen fortifications, namely Wolseong, Dodang Toseong, and Namsan Toseong, were concentrated within the capital itself. These fortifications are interpreted as having been constructed to facilitate state administration and the consolidation of the governing sys- tem as Silla developed into an ancient monarchy. In the second phase, three additional earthen fortifications, Myeonghwalsan Toseong, Jakseong, and Yangdongri Toseong, were constructed to the east, west, and north of the capital region. These fortifications appear to have been built during the late fourth century, when military tensions with Gaya and Wa were intensifying, in order to control the principal routes of approach to the capital. As a result, a system of six earthen fortifications was established within the Silla capital and cap- ital region, each corresponding to one of the major centers of the Six Bu. After the mid-fifth century, as military tensions surrounding the capital gradually dimin- ished, the functions and purposes of these earthen fortifications also changed. They came to assume roles related to the management and control of various craft production facilities concentrated around the capital region, including ironworking, pottery production, and charcoal manufacture. At the same time, the local groups responsible for operating these fortifications grew in prominence and constructed large mounded tombs in their vicinity. Through this process, a distinctive landscape emerged in which the centers of the Six Bu were marked by both earthen fortifications and large burial mounds. In accordance with these developments, cemeteries were relocated to mountainous areas and funerary prac- tices underwent significant changes, while the locations of settlements and fortifications remained largely unchanged. Furthermore, evidence suggests that by the late sixth and sev- enth centuries a ward-based urban planning system (bangni-je) had been imposed over the pre-existing settlements.
