아이의 얼굴에 깃든 발전의 꿈: 한국국제협력단의 세계시민교육에 대한 비판적 분석

본 연구는 한국사회에서 진행되고 있는 국제개발협력의 기저에서 작동하는 상상을 비판적으로 파악하기 위해 한국국제협력단의 세계시민교육을 분석하였다. 한국국제협력단의 세계시민교육은 국제개발협력에 동참하는 “세계시민”이라는 주체를 생산하는 장치로서, 이들의 상상을 통치한다. 그 상상의 중심에는 국제개발의 대상과 방식, 당위를 내포하고 있는 국외의 ‘동료 세계시민’들의 얼굴이 있다. 우리는 이 얼굴이, 국제개발“협력”에 참여하는 세계“시민”이라는 수사와는 달리 성인이 아닌 아이의 얼굴이라는 점에 착목하여, 세계시민교육 교재와 체험관의 상설전시, 글쓰기 공모전 수상작과 해외현장활동 참여자에 대한 인터뷰 자료를 종합적으로 분석하였다. 이를 통해 동료 세계시민의 형상이 아이의 얼굴로 상상된다는 것을 논증하고, 아이의 얼굴이 세계시민의 도상으로 채택되는 논리와 이러한 도상을 중심으로 전개되는 상상의 정치적 효과를 밝히고자 하였다. 한국국제협력단의 세계시민교육 프로그램에서 한국의 세계시민-주체들에게 국제개발“협력”의 ‘대상’이 되는 수원국의 세계시민은 현재의 절망과 미래의 희망을 품고 있는 아이의 얼굴을 하고 있다. 개발‘원조’의 명랑한 수증자이자 안전한 타자인 아이는 ‘원조’가 전제하고 있는 불평등한 관계를 가시적으로 드러내지 않는 존재로서, 발전을 꿈꿀 권리를 담지하는 적법한 주체이다. 시간의 흐름에 따라 성장이 기대되는 아이가 수원국을 은유하게 되면서, 공여국과 수원국 간 현존하는 사회경제적 격차 역시 수원국의 미래 발전에 의해 해소될 것이라고 낙관된다. 양자는 모두 발전을 지향하는 동일한 세계“시민”들로, 국제개발“협력”은 이들 간의 ‘연대’로 상상된다. 이 연대에서 성인의 얼굴을 한 공여국은 아이의 얼굴을 한 수원국에게 실현될지 모르는 발전의 꿈을 증여하면서 발전의 의무를 부과하고, 평등의 의미를 발전에 대한 기회의 평등으로 축소시킨다.
Abstract
This article analyzes the Global Citizenship Education of KOICA in order to critically understand the social imaginary underlying the international development cooperation in South Korea. Global Citizenship Education of KOICA is a dispositive that produces a “global citizen-subject” through the government of their imaginaries. At the center of this imaginary lies the visage of the “fellow global citizen” that envisages the object, means, and duty of the international development. Then, on the contrary to the rhetoric of the global “citizen” who participates in the international development “cooperation”, what does it mean that the visage of the fellow global citizen is that of the kid, not adult? Addressing the question, I analyzed education materials of KOICA: interviews with international volunteer program participants, prizewinning works of writing contests, textbooks and exhibition. This article first demonstrates the shape of the fellow global citizen is the kid, then explains the logic of this selection of the visage, and finally brings the political effect of the imaginary into light. Above all, the visage of the global citizen in the recipient country, the “object” of the international development “cooperation” to Korean global citizen-subjects, is represented as the visage of the kid with the despair for the present and hope for the future. The kid, as a cheerful recipient and the innocuous other, suppresses the unequal relationship on which the development “aid” is grounded, and becomes the legitimate subject of the right to dream of development. The recipient country, whose metaphor is the kid that is expected to naturally grow up, is also imagined to succeed in the development. As the synchronic gap between the subject and object of the development aid is optimistically anticipated to be bridged to the development. Two of them thereby could be the same global “citizen”, who are both oriented to the development. In consequence, global development “cooperation” is envisaged to be the global civic “solidarity”. In the solidarity, the donor country with the visage of the adult imposes the obligation of development upon the recipient country with the visage of the kid, and reduces the meaning of the equliaty to the equality of opportunity to develop.
