베트남 2021: 새 임기 지도부 출범과 코로나19 4차 유행이 남긴 과제

초록

2020년에 코로나19 대유행에 성공적으로 대응한 베트남은 2021년 초에 새 임기 지도부 출범과 함께 낙관적 기대로 시작했다. 하지만 4월 말에 북부에서 시작된 코로나19 4차 유행이 남부로 확산되었고 대도시와 인근 공단지역에서 감염 사례가 폭발적으로 증가했다. 제조업과 서비스업 분야는 큰 타격을 입었고 결국 3분기 성장률이 대폭 하락했다. 또한 장기간 이어진 봉쇄 조치로 인해 시민들은 힘든 시간을 감내해야 했고 취약한 사회적 안전망이 드러났다. 역사상 유례없는 규모의 무료 예방접종 캠페인을 성공적으로 이행한 후 10월 초부터는 “코로나와 함께 생활하기”(sống chung với Covid)를 시작하면서 4분기 경제는 회복되었고 2022년에 대한 긍정적인 전망과 함께 한 해를 마무리할 수 있었다. 새 임기의 당 지도부는 반부패 및 반부정 운동을 지속하면서 경제 성장과 사회안전망 강화를 통해 체제를 공고화하고 대중으로부터의 신뢰를 회복해나가야 하는 과제를 안고 있다.

Abstract

Vietnam started the year of 2021 with optimism with the inauguration of a new tenure leadership. However, the 4th wave of COVID-19, which started in the north at the end of April, spread to the south, and the number of infections rapidly increased in the large industrial zones. The manufacturing and service sectors were hit hard, resulting in a sharp decline in growth in the third quarter. In addition, prolonged lockdowns have forced citizens to endure painful periods. Parliamentary elections and local elections for the next five years were held in the midst of the COVID-19 crisis. The economy has recovered in the fourth quarter. To speed up economic recovery, Vietnam has, since October, adopted a new approach on “living with COVID-19”(sống chung với Covid). The major task remains for the party leadership to secure the legitimacy and system of the Communist Party through economic growth, to strengthen the social safety net and to restore trust from the public.
