2024년 베트남은 정치적 불확실성으로 구설에 올랐었다. 단 6개월 만에 당 총비서를 비롯한 정치국 직위 1/3 정도가 궐위와 보궐을 거쳤다. 권력투쟁이 격화하며 도이머이 이래 정치적 관행과 금기가 무너진 것처럼 보였다. 당장 정치 불안정과 정책 급변을 우려하는 목소리가 나왔다. 지금 되돌아보면 그 우려는 과장된 것이었다. 다른 분야에서 베트남은 기존의 관행을 유지했다. 외교 측면에서는 실리 위주의 대나무 외교를 계속하며 주요 중견국과 양자관계를 격상하고 몇몇 주변 강대국에서는 양허를 받아냈다. 경제 측면에서 수출과 투자의 호조를 바탕으로 연간 목표를 초과 달성했다. 외교와 경제에서 보여준 일관성에도 불구하고 정치는 여전히 유동적이다. 2024년 휩쓴 정치적 변화의 종착점이 무엇인지 여전히 내다보기 어렵다. 2025년 여름에는 제14차 당 대회 골격이 어느 정도 정해지고 럼 총비서의 '제도개혁' 성패가 드러난다. 그때쯤이면 먼지가 가라앉고 포스트 쫑 시대의 설계도가 보일 것이다. 그리고 거기서 드러날 정치경제적 배열이 베트남의 다음 6년을 규정할 것이다.
Abstract
In 2024, Vietnam was embroiled in political uncertainty. Six Politburo members, including the General Secretary, vacated their positions and were replaced within the first six months. The intensifying power struggles appeared to dismantle many political norms and taboos that had been maintained since the Đổi Mới era. Many Vietnam watchers expressed concerns about political instability and sudden policy discontinuity. Looking back now, those concerns seem to have been exaggerated. Despite the political upheaval, Vietnam maintained continuity in other areas. In diplomacy, Vietnam continued its pragmatic “bamboo diplomacy,” upgrading bilateral relations with key middle powers and securing concessions from several major neighboring countries. On the economic front, Vietnam exceeded its annual targets, driven by robust exports and investment flows, thanks to the country's commitment to ensuring predictability for economic actors. However, the political landscape remains fluid. The ultimate outcomes of the political drama that swept through 2024 remain unclear. By the summer of 2025, the framework for the 14th Party Congress will likely take shape, and the success or failure of General Secretary Lâm's “institutional reforms” will become evident. By then, the dust will settle, and the blueprint for the post-Trọng era will be revealed. And the political and economic arrangements that emerge at that time will define Vietnam's trajectory for the next six years.
