국가유산 제도 변화에 따른 지역 전통문화의 현대적 활용의 현황과 과제 — 예천군의 전통 활쏘기 사례를 중심으로

본 연구는 국가무형문화유산 제도의 변화가 지역 전통문화의 활용 방식에도 새로운 방향 설정을 요구하고 있음을 경상북도 예천군의 전통 활쏘기 사례를 통해 고찰하였다. 활쏘기가 국가무형문화유산으로 지정되면서 제도적 보호와 지원이 확대된 반면, 지역성의 약화, 전승 주체의 변화, 활용 방식의 획일화 등 새로운 과제가 함께 제기되고 있다. 이에 따라 본 연구에서는 활터의 접근성과 운영 구조, 지역 축제의 기획 방향, 전시 공간의 구성, 교육 프로그램의 연계 현황 등을 중심으로 예천 활쏘기 문화의 현대적 활용 양상을 고찰하였다. 또한 타지역의 전통 활쏘기 활용 사례를 통해 예천군의 활용 방식에서 참고할 수 있는 시사점을 도출하고자 하였다. 이를 통해 국가 제도와 지역 문화의 상호작용이 전통문화의 현대적 계승에 미치는 영향을 이해하고, 향후 지역 기반의 무형유산 활용 전략 수립에 참고할 수 있는 기초 자료를 제공하고자 한다.
Abstract
This study investigates the implications of changes in the National Intangible Cultural Heritage system, highlighting the need for a renewed approach to the utilization of regional traditional culture through the case of traditional archery in Yecheon County, Gyeongsangbuk-do. Since traditional archery was designated as a National Intangible Cultural Heritage, institutional protection and support have expanded; however, new challenges have emerged, including the weakening of regional identity, shifts in transmission agents, and the standardization of utilization practices. Accordingly, this study explores the contemporary utilization of Yecheon’s archery culture by analyzing the accessibility and operational structure of archery sites, the planning of local festivals, the composition of exhibition spaces, and the linkage of educational programs. In addition, by examining cases from other regions, the study identifies practical insights that may inform Yecheon’s approach. Ultimately, this research aims to understand the interaction between national policy and local culture in the modern transmission of traditional heritage, and to provide foundational data for developing region-based strategies for intangible cultural heritage utilization.
