서이초 사건 이후 형성된 담론 프레임의 특징 및 한계

2023년 7월에 있었던 서이초 사건은 한국 교육계에 큰 충격을 안겨주었다. 이 사건의 전개는 교육정책 변화에 많은 영향을 미쳤으며, 교사들의 정체성에도 큰 변화를 가져왔다. 이에 본 연구는 서이초 사건 이후 (1) 담론은 어떤 프레임을 지니고 있었는가, (2) 각각의 담론 프레임은 교육정책과 어떻게 상호작용하였는가, 그리고 (3) 형성된 담론 프레임의 한계와 시사점은 무엇인가를 알아보기 위해 수행되었다. 연구방법론으로는 프레임 분석을 사용하였고, 구체적인 데이터 관련, 주요 정책 행위자인 정부와 주요 시도교육청, 교원단체･교원노조의 보도자료 및 성명서 등 텍스트를 수집하여 분석하였다. 프레임은 문제의 원인 지목, 결과, 그리고 해결 방안 등 유사한 이야기 구조를 가진다. 이 연구에서는 (1) 학생인권 대 교권, (2) 악성 민원 대 교권보호, (3) 아동학대 방지 대 교육활동 보장 프레임을 식별하여, 각각의 프레임이 교육정책 및 현실과 상호작용하는 방식을 살펴보았다. 한편 프레임의 한계로서 (1) 소외되는 학생들을 다시 관심에서 소외시켰다는 점, (2) 교사-학부모 관계를 대결적 관점에서 본 점, (3) 학교에서의 인간적 관계가 지나치게 법적 관계로 대치되고 있다는 점을 지적했다. 이 사건 이후 약 반년 이상에 걸쳐 한국 교육계에서 벌어진 담론과 교육정책의 발전 과정을 분석하고, 그 특징과 한계를 밝히는 과제는 교육학 연구자들에게 새롭게 주어진 과업이라는 점에서 이 연구의 의의를 찾을 수 있다.
Abstract
Purpose: This research aims to investigate the narrative frames that emerged after the incident of the death of an elementary school teacher in July 2023, examining their interaction with educational policies, and identifying the characteristics and constraints these frames present. Design/methodology/data/approach: Employing the analysis of framing as its methodological approach, the study reviewed key policy actors‘ -government and teacher organizations(unions and associations) press releases and statements, pivotal in shaping policy, to understand the discourses’ narrative frames, encompassing the causes, consequences, and resolutions of issues. Findings/Results: The analysis revealed three major frames concerning (1) student human rights versus teacher authority, (2) malicious parental complaints versus teacher’s rights and (3) Child Abuse Prevention Act versus the guarantee of teachers’ educational decisions. Value: This research underscores the importance of analysis the evolution of discourse and policies that follow this unprecedented incident, leaving a academic challenge for scholars in education.
