Abstract
This study aims to analyze the alignment between “UNESCO Strategy for TVET (2022-2029)” and the Korean Ministry of Employment and Labor’s “4th Master Plan for Vocational Skills Development (2023–2027).” To this end, an analytical framework was constructed based on the three main lines of action presented in the UNESCO strategy: (1) developing skills for all individuals, (2) developing skills for inclusive and sustainable economies, and (3) developing skills for inclusive and peaceful societies. Each axis was further broken down into detailed components to assess the degree of policy alignment. The analysis found that Korea’s 4th Master Plan demonstrated a high level of alignment with the UNESCO strategy in areas such as building lifelong learning pathways across the life course, responding to digital transformation, and establishing public-private partnership structures based on industrial demand. On the other hand, weaker alignment or policy gaps were identified in value-oriented areas such as global citizenship education, socio-emotional skills, rights-based approaches, and green transition technologies. Based on these findings, this study offers policy recommendations to strengthen the international alignment of Korea’s vocational skills development policies, including a transition to a rights-based TVET system, the establishment of green skills training frameworks, and the integration of global citizenship and socio-emotional competencies. As a case study applying an international strategy to the analysis of national policy, this research may serve as a foundation for future comparative studies and evaluations of the international coherence of TVET policy.
