노인인구의 급증은 세계적인 흐름이다. 우리나라에서는 2000년대에 들어서면서 노인인구가 매우 빠른 속도로 증가하고 있다. 본 연구에서는 우리나라의 노인인구 증가와 고령화 현상을 분석하였으며, 노인들을 대상으로 하는 복지시설 가운데 주거복지시설의 입지 및 분포를 고찰하였다. 고령화의 전개는 지역별로 격차가 컸으며, 농촌지역을 포함하는 도 단위에서 빠르게 진행되었다. 노인주거복지시설은 노인인구의 증가에 발맞추어 증가하고 있지만, 아직까지는 부족한 현실이다. 서울과 인천을 제외한 거대도시에서의 부족현상이 두드러지게 나타났으며, 충청북도를 제외한 도 단위에서도 노인인구의 증가에 노인주거복지시설이 보조를 맞추지 못하는 현실이다. 따라서 증가하는 노인인구의 수요를 충족시킬 수 있도록 노인주거복지시설의 확충이 필요하며, 지역별 인구구조에 부합하고 지역간 균형을 유지할 수 있는 노인복지정책의 수립이 필요하다.
Abstract
The increase of elderly population is inevitable global trend. The elderly population has been increasing rapidly since the 1990s. This paper intended to analyze regional variations of aging population in consideration of senior housing location and distribution pattern. The aging itself showed highly regional differences between regions as well as relatively rapid increasing rate in the rural areas including Do. Although housing and welfare facilities increased its numbers along with the increasing elderly populations, it seems to be not far enough to fulfill the demand. The shortage in large cities except for Seoul and Incheon had showed up significantly. Similarly the shortage appears in Do Provinces with the exception of Chungcheongbukdo. Therefore, the expansion of senior housing and welfare facilities are needed to meet the increasing demands of elderly population and elderly welfare policy should be established to meet regional population structure and maintain inter-regional equity.
