초록

본 논문은 2020년 이후 아랍에미리트와 이스라엘 간의 관계가 극적인 변화를 보인 것을 행위적 구성주의 시각에서 분석하고자 하였다. 아브라함 협정을 전후하여 아랍에미리트를 둘러싼 국제관계적 외생변수가 특별한 변동이 없는데도 불구하고 양국이 국교를 정상화한 것은 중동의 국제관계 구조에 존재하는 정치적 규범인 ‘팔레스타인 대의’가 약해져 행위자인 아랍에미리트에 새로운 정치적 규범을 수용할 환경이 마련되었다는 가설에서 출발한다. ‘시작점’, ‘전환점’, ‘규범확산’으로 이어지는 구성주의적 메커니즘을 바탕으로 상호주관적 이해의 변화와 그에 따른 행위자의 변화를 규명하고자 하였다. 선행연구는 주로 현실주의적 관점에서 양국의 관계를 분석한바, 이를 통해 UAE-이스라엘 관계에 대해 이해를 넓히고자 한다.

Abstract

This paper tried to analyze the change in the relationship between the UAE and Israel after 2020 based on the perspective of behavioral constructivism. There was no particular change in exogenous variables surrounding the UAE before and after the Abraham Accord. Nevertheless, diplomatic relations between the two countries were normalized. It starts from the hypothesis that this is due to the weakening of the ‘Palestinian cause’. Based on the constructivist mechanism, it was attempted to investigate the change of intersubjective understanding. As previous studies mainly conducted based on the realist perspective, this study intends to broaden the understanding of the UAE-Israel relationship.
