Abstract
The authors tried to draw a policy landscape of women in science and technology (S&T) and diagnose the current policy approaches towards them in Korea. Utilizing the rational vs. social-constructive lens on the one hand and the essentialism vs. social-constructive lens on gender on the other, we developed four types of women manpower policy in S&T. The four policy approaches include a) No policy (non-decision), b) Competition policy, c) Equalizing policy, and d) Diversity management policy. Opinions were collected from 30 women researchers in various fields of science and technology. It found that equalization between men and women was dominant as a type of policy approach, and equalization was also the policy approach most frequently preferred to resolve problems the face. It is suggested that each policy approach would not be separate but is closely related. We argue therefore that government strategies, as reflected in a series of five year plans, will not produce expected results without detailed adjustments.
