Abstract

This study examines the international development of anti-corruption norms from the perspective of political ethics and analyzes their implications for strengthening Korea’s political ethics system. Since the 1990s, corruption has emerged as a key global agenda driven by two distinct forces: the need to ensure transparency in an increasingly globalized economy and the growing distrust toward political institutions. The former has led to efforts to regulate bribery in international business transactions, while the latter has generated demands for enhanced integrity standards for public officials. Within this context, the United States Foreign Corrupt Practices Act (FCPA) served as an early foundation for global anti-corruption norms, later expanded through the OECD Anti-Bribery Convention and the United Nations Convention against Corruption (UNCAC). In parallel, non-governmental organizations such as Transparency International (TI) have significantly shaped global perceptions of corruption through initiatives including the Corruption Perceptions Index (CPI). While previous research has often addressed the formation of international conventions or the role of NGOs and parliamentary networks separately, this study offers a more comprehensive approach by linking international anti-corruption cooperation to the domain of political ethics. It synthesizes scholarly debates on the definition of corruption—understood chiefly as a violation of public duty—alongside the evolution of international legal frameworks and the rise of cross-border parliamentary and civil-society networks promoting integrity. Through this analysis, the study identifies key implications for Korea’s political ethics institutions and proposes future directions to enhance integrity within the public sector. Ultimately, the research contributes to understanding how global anti-corruption governance can inform and advance Korea’s domestic political ethics system.
